Buy existing when the workflow is commodity-grade (a ready-made tool covers 80%+ of requirements without forcing process change), PDPL and data residency obligations are met by the vendor's regional infrastructure (e.g., AWS me-central-1, Azure UAE North, G42/Core42), and the cost-to-value ratio at your scale is favorable. Build custom when the workflow is a competitive edge that should not sit on a competitor's stack, PDPL or sector-specific compliance requires data handling no vendor can guarantee (cross-border transfer, sensitive-data Article 23 obligations, sovereign deployment), or the system needs API integration depth beyond what vendor connectors deliver. The assessment runs in the first two weeks of the engagement and is documented as a written recommendation before the build commits.
